Frank Meyer

Prof. Dr. Frank Meyer, LL.M. (Yale) is a Professor of Criminal Law and Criminal Procedure Law with special emphasis on European and international aspects at the Institute for German, European and International Criminal Law and Criminal Procedure Law, Faculty of Law, Heidelberg University. He has held this W3 professorship since August 1, 2022.

Prof. Meyer's research focuses on transnational and international criminal and criminal procedural law. His work centers on three main areas: the constitution and constitutionalization of transnational spheres of power and the function of punishment within them; the structures, principles, and objectives of an increasingly cross-border, integrated criminal justice system; and comparative criminal law. His research examines the legitimacy of criminal sanctions in transnational contexts, new forms of international cooperation in criminal matters, and the impact of digitalization on criminal procedure.

His recent publications demonstrate a strong focus on electronic evidence, transnational law enforcement, and European criminal law. These works address critical issues in the digital age, including the collection and preservation of electronic evidence under the e-Evidence Regulation, whistleblowing in transnational contexts, and the implications of ECJ rulings on cross-border criminal investigations.

Prof. Meyer leads the Chair of Criminal Law and Criminal Procedure Law at Heidelberg University, supervising academic staff and teaching courses including European Criminal Law, Criminal Law Practice for Beginners, and seminars on International Criminal Law and Criminal Law in the Age of Digitalization. He also co-organizes the Corporate Criminal Law Days conference series with colleagues from several European universities.
