Frank A. Wolak is the Holbrook Working Professor of Commodity Price Studies in the Department of Economics at Stanford University. He currently directs the Program on Energy and Sustainable Development (PESD) in the Freeman-Spogli Institute (FSI), co-directs the Stanford Natural Gas Initiative, and serves as Senior Fellow at both the Stanford Institute for Economic Policy Research and FSI. Previously, he chaired California's Market Surveillance Committee for the electricity sector (1998-2011) and advised on greenhouse gas cap-and-trade policy as a member of California's Emissions Market Advisory Committee (2012-2013).
His research specializes in Energy and Environmental Economics, Regulatory Economics, and Econometric Theory, with emphasis on designing market mechanisms for low-carbon energy transitions and infrastructure industries—including electricity, freight rail, natural gas, postal delivery, telecommunications, and water delivery. His work quantitatively assesses regulatory impacts on consumer and producer welfare through rigorous econometric modeling of market behavior.
Wolak leads the Program on Energy and Sustainable Development (PESD) and co-directs the Stanford Natural Gas Initiative, which drive interdisciplinary research on global energy markets, climate policy, and sustainable resource management through collaborations with government agencies, industry stakeholders, and international organizations.
