Francis X. Shen is a Professor of Law at the University of Minnesota and a Senior Fellow at the Project on Law and Applied Neuroscience, a collaboration between Massachusetts General Hospital and the Petrie-Flom Center. He founded and directs the Shen Neurolaw Lab, which explores the intersection of law, neuroscience, and artificial intelligence. Additionally, he serves as a Member of the Harvard Medical School Center for Bioethics and Founding Director of the Dana Foundation Career Network on Neuroscience & Society.

His research focuses on empirical and interdisciplinary studies at the nexus of law, neuroscience, and AI, addressing topics like criminal culpability, neurotechnology governance, and ethical implications of brain science in legal systems. He pioneered the field of law and neuroscience and co-authored the first law coursebook on the subject. His work has been supported by NIH, NSF, and private foundations.

As an educator, he has taught courses at eight institutions, including Criminal Law, Law & Neuroscience, Law & Artificial Intelligence, and Sports Concussions and the Law. He also co-leads NIH BRAIN Initiative grants on portable MRI and community engagement in neuroimaging research.
