Francis Davis is a Research Professor and Professorial Fellow at the Oxford Institute on Population Ageing (University of Oxford), holding concurrent professorships in international studies, leadership, and public policy at the University of Roehampton (where he serves as Head of College) and the University of Birmingham. His expertise spans health, social care, inclusive growth, and complex policy environments. Educated at Durham University (BA), London School of Economics/SOAS (MSc), Warwick University (MPA and PhD), and the University of Southampton (PG Cert), he combines academic rigor with extensive policy experience.

His research focuses on vulnerable populations, including elderly Rwandan genocide survivors (2020 landmark study), and inclusive economic systems. Public service includes ministerial roles under three UK governments and leadership of FCDO/INGO projects.
