Francesco Giumelli is an Associate Professor in International Relations and International Organization at the University of Groningen, Netherlands. He serves as Chair of the Cost Action GLITSS and Deputy Head of the Department of International Relations and International Organization. His work focuses on international sanctions, EU foreign policy, and illicit trade. He previously held roles as Assistant Professor at the University of Groningen (2013-2019) and adjunct faculty at Suffolk University (2007).
Education includes a PhD in Political Science from the University of Florence (2009), an MA in International Relations from Suffolk University (2005), and a Laurea in Political Science from the University of Bologna (2004). He has held postdoctoral fellowships at institutions including the European University Institute and the University of Notre Dame.
Research interests emphasize sanctions efficacy, EU policy coherence, and illicit trade dynamics. Notable projects include the EU Sanctions Database and leadership of the Cost Action GLITSS on illicit trade sustainability. He directs the 'Development, Security and Justice' research theme at the Rudolf Agricola School for Sustainable Development.
Key collaborations include the EIBURS-funded JEDI project on European defense industry innovation and technology transfer. Teaching spans international organizations, EU policy implementation, and global political geography.
