Fernando Pastor-Merchante is an Associate Professor of Law at IE University, holding positions as Vice Dean for Academic Affairs and Area Chair - Law at IE Law School since 2023. He specializes in constitutional, administrative, and European Union law, with a focus on State aid governance and administrative justice.
Education includes a Ph.D. in Law from the European University Institute (2014), an LL.M. from Columbia University School of Law (2013), and dual bachelor’s degrees in Law and Political Science from Universidad Autónoma de Madrid (2006).
His research explores EU administrative law, State aid enforcement, and public policy. He authored a seminal book on State Aid Law (2017) and has published widely in his field. Professional experience includes legal advising for the Spanish Government (2018-2019) and a stint at the Court of Justice of the European Union (2010).
