Dr. Eunjoo Choi is an Assistant Professor in the Department of Public Administration at Murray State University (MSU), teaching in the Master of Public Administration program. Her research focuses on fiscal policy, financial management, and government performance, with a particular emphasis on budget stabilization funds and their impact on state savings and fiscal behavior. She holds a Ph.D. in Public Policy, Management, and Analytics from the University of Illinois at Chicago, an M.A. in Government from Georgetown University, and a B.A. in Political Science and English Literature from Sogang University (Seoul, South Korea).
Her work has been recognized with the Best Student Paper Award at the 2019 Midwest Public Affairs Conference. Dr. Choi’s research explores how fiscal rules and policies influence state fiscal resilience, including studies on pension funding, rainy-day fund policies, and fiscal slack. Prior to academia, she worked as a journalist in South Korea and served as Adjunct Faculty at the Illinois Institute of Technology.
