Ennis Baker is a Researcher at Duke University, serving as Project Director for the 'Building Capacity for Trauma-Informed Infant & Toddler Care: A Professional Development Framework' initiative. Her work focuses on creating evidence-based frameworks for child care providers in North Carolina, emphasizing trauma-informed practices for children under age 3 and family support.
Baker has over three decades of experience in early childhood development, including roles as a toddler teacher, home visitor, program director, and mental health specialist. From 1999–2018, she managed mental health services at Orange County Head Start/Early Head Start, specializing in toxic stress mitigation, parenting programs, and child mental health consultation. She is trained in parenting programs such as Triple P Level 3, Incredible Years, and Circle of Security.
She co-chairs the Orange/Chatham Early Childhood Mental Health Task Force and co-leads the Orange RESILIENCE Initiative. Her contributions include developing practical 'Tip Sheets' on self-regulation strategies for young children in diverse care settings.
