Dr. Elizabeth Downes serves as the Betty Tigner Turner Clinical Professor and Assistant Dean for Global Health at Emory University's Nell Hodgson Woodruff School of Nursing. With over 30 years of experience as a Family Nurse Practitioner, Certified Nurse Educator, and Clinical Scholar, she has worked extensively to strengthen nursing workforces globally.

Dr. Downes has developed nursing education and clinical training programs in more than a dozen countries including Ethiopia, Fiji, Liberia, the Bahamas, Mozambique, Sudan and Zimbabwe. She created an Advanced Practice Nursing curriculum for the World Health Organization in the Western Pacific and has served as an international consultant to The Carter Center. Her scholarly work focuses on global health education, refugee healthcare, and holistic nursing practices in resource-limited settings.
As Assistant Dean for Global Health and co-Director of the Lillian Carter Center for Global Health and Social Responsibility, Dr. Downes leads initiatives to improve health outcomes for vulnerable populations both internationally and domestically.
