Elizabeth Cookingham Bailey is a Lecturer in Public Policy and Management at the University of York's School for Business and Society. She holds a BA in Government and History from Cornell University, an MSc in Social Policy and Planning, and a PhD in Social Policy from the London School of Economics. Her research examines policy-making processes, voluntary sector roles, education privatization, and equality in public service access.
Current projects analyze COVID-19 impacts on third-sector advocacy in Wales and comparative public service management. Recent publications investigate historical voluntary sector activities for migrant communities in East London and the privatization of English education through academy schools.
