Elbio Barilari is a composer, performer, and writer born in Montevideo, Uruguay, in 1953. He studied in Uruguay, Brazil, and Germany, earning a Master of Music from Universidad de la República, and moved to the U.S. in 1998. Currently, he is a Professor of Latin American Music at the University of Illinois Chicago (UIC) within the School of Theatre and Music, where he teaches MUS 127: Latin American Music Education.

- Additional roles: Artistic Director of the Latino Music Festival (founded in Chicago in 2005) and host of the internationally syndicated radio program Fiesta! on WFMT 98.7
Barilari is also a member of the experimental electric band Volcano Radar, where he plays electric guitar, electric viola, and sax.
His work bridges classical and contemporary Latin American music, with performances by renowned ensembles such as Avalon String Quartet, Kaia String Quartet, and soloists like Paquito D’Rivera and Orbert Davis. The Latino Music Festival he directs attracts approximately 10,000 attendees annually.
