Edward J. O’Donnell is a Senior Fellow and Instructor at the Institute for Public Administration (IPA) within the Joseph R. Biden, Jr. School of Public Policy and Administration at the University of Delaware. He holds offices in the DGS Annex in Newark, DE. His roles include Senior Fellow (2015–present), Instructor, Policy Scientist (2004–2015), and Limited-Term Researcher (2002–2004). Prior roles include Land-Use Coordinator at St. Andrew’s School (1998–2010), Senior Policy Advisor at IPA (1998–2002), and leadership positions in New Castle County’s Department of Land Use (1974–1998).
Education: MEd in Geography (West Chester University, 1973); BA in Social Science (Kansas State Teachers College, 1965).
Research focuses on transportation planning, infrastructure, growth management, environmental protection, and urban governance. He advises municipal officials and facilitates intergovernmental coordination. Professional memberships include the American Planning Association (APA) and American Institute of Certified Planners (AICP, charter member).
Key initiatives include the Delaware Center for Civics Education, Birth to Three Mediation Programs, and Special Education Dispute Resolution Services (SPARC). He contributes to policy areas like regional development, water resources, and local government training.
