Dr Drew Carter is a Research Fellow in Ethics at the School of Public Health, University of Adelaide, within the Faculty of Health and Medical Sciences. He specializes in the intersection of ethics and health economics, focusing on resource allocation in healthcare. His work examines ethical principles guiding ICU triage, managed-entry agreements for health technologies, and public involvement in funding decisions. He leads the Ethics Consulting service at Adelaide Health Technology Assessment and collaborates with health economists and social scientists to inform policy.
Research interests include ethical frameworks for healthcare resource allocation, health technology assessment (HTA), and qualitative methods in ethics. His projects address challenges in state-level health funding and genomic technologies. He is actively involved in grants, including NHMRC-funded studies on cost-effectiveness thresholds and Aboriginal health evidence synthesis.
Recent articles explore HTA of complex interventions, ICU care ethics, and CDSS evaluation. He advises on Human Research Ethics Committees and supervises students in health policy and ethics.
