Douglas Collier serves as Adjunct Professor and Director of Professional Outreach and Engagement in the Department of Criminal Justice at Monmouth University since 2018. He develops graduate programs for criminal justice practitioners and executive leaders while teaching specialized courses in federal/global criminal justice studies.

Research Focus
Collier specializes in criminal justice systems with emphasis on drug enforcement policy, substance abuse prevention, and opioid crisis intervention. His work bridges federal law enforcement experience with academic rigor, addressing prescription drug diversion, international narcotics networks, and ethical frameworks in policing. Current research examines law enforcement-community relations and medical community security protocols for controlled substances.
Professional Recognition
Featured in MSNBC's Heroin Inc. and Discovery Channel's Heroin Nation, Collier served as DEA New Jersey Division Producer for Spike TV's DEA. He is a New Jersey Police Training Commission certified instructor and expert witness in drug investigations, holding associate membership in the International Association of Chiefs of Police.
Program Development
Architect of the Drug Commander Leadership course and statewide Community Law Enforcement Affirmative Relations Institute. Manages Project Medicine Drop for pharmaceutical disposal and develops opioid prescribing education for New Jersey medical communities through the Prescription Monitoring Program.
