Dr. Didem Doğar is a Researcher at Tilburg University’s Tilburg Law School, Department of Criminal Law. She holds a PhD from McGill University (2022), specializing in immigration and refugee law. Her work focuses on refugee exclusion mechanisms, migrant criminalization, and the intersection of national security with legal frameworks in Canada, the Netherlands, and Turkey. She actively contributes to the TLS Migration Reading Group and has presented at international conferences, including an invited talk on refugee exclusion in criminal cases (2024).
Education:
- Doctoral Thesis: The use and misuse of immigration and refugee law for national security risks and punitive ends by Canada and the Netherlands (McGill University, 2022)
Research Interests: Dr. Doğar examines how states employ refugee and immigration laws to address national security concerns, often at the expense of fundamental rights. She critiques legal frameworks that exclude refugees under inadmissibility schemes and explores the misuse of asylum testimonies in criminal proceedings. Her work also addresses Turkey’s handling of unreturnable asylum seekers and the role of humanitarian agencies in war crimes accountability.

Advising & Grants: Currently involved in the project Building a Global Criminal Justice System at the Domestic Level as a Co-Investigator.
