Debora Wagner is an Outreach Lecturer at Cornell University’s ILR School, affiliated with the Yang-Tan Institute. She holds the role of Work Incentives Associate within the Income Benefits Program, focusing on disability benefits, policy analysis, and work incentive planning for individuals with disabilities and Veterans. Her expertise spans legal services, clinical legal education, and the intersection of Veterans Affairs (VA) and Social Security benefits.
Previously, she served at organizations like the Legal Aid Society of Greater Cincinnati and taught at institutions including the University of Cincinnati College of Law and Saint Louis University School of Law. She has extensively trained professionals on post-entitlement and return-to-work issues, particularly for Veterans navigating benefits while working.
At Cornell, she provides work incentive training and technical assistance, and instructs on ytiONLINE, the institute’s distance learning program addressing disability benefits and work incentives. Her research interests emphasize policy analysis, legal advocacy for marginalized populations, and the socioeconomic implications of disability benefits.
