David Richards is a Professor of Public Policy at The University of Manchester, serving as Head of Department from 2018–2021. Previously, he held academic roles at the University of Liverpool, Birmingham, and Strathclyde. His research focuses on British politics, governance, public policy, and political biography. He leads major projects funded by the Nuffield Foundation and ESRC, examining UK productivity challenges and Treasury governance dynamics.
Education: PhD from the University of Strathclyde (1996), post-doctoral research at the University of Birmingham, and visiting fellowships at the University of Sydney and Australian National University.
Research Interests: UK governance, public expenditure planning, and democracy. Current projects address Treasury control mechanisms and regional productivity disparities. His work contributes to the UN Sustainable Development Goals related to governance and equality.
