David R. Howell is a Professor of Economics and Public Policy at the Milano School of Policy, Management, and Environment, part of The New School in New York City. He also holds affiliations as an affiliated member of the New School’s economics department, a Faculty Research Fellow at the Schwartz Center for Economic Policy Analysis (SCEPA), and a Research Scholar at the Political Economy Research Institute (PERI) at the University of Massachusetts Amherst.
Dr. Howell earned his PhD in Economics from the New School for Social Research in 1982.
His research centers on social policy and labor market outcomes, with a focus on income inequality, minimum wage policy, unemployment, and job quality. He critically examines the role of labor market institutions and policies in shaping economic security and opportunity, often through comparative international studies.
Professor Howell's recent scholarly output reveals a consistent theme: the exceptional nature of the U.S. labor market in terms of low pay and inadequate job quality. His work compares the United States with other developed nations, arguing that institutional factors such as weak labor protections and low minimum wages contribute to widespread economic insecurity.
As a Faculty Research Fellow at SCEPA and a Research Scholar at PERI, Professor Howell's research is supported by these institutions. He mentors graduate students in the Milano School's programs, guiding research on economic and social policy.
