David Polatty is a Senior Research Fellow at Brown University's Watson Institute for International and Public Affairs, directing the Military Fellows Program. He holds a BS from the U.S. Naval Academy and an MA from the U.S. Naval War College, where he also taught for over a decade. His career spans 30 years as a Navy Captain, leadership roles in humanitarian NGOs, and strategic advising in crisis management. Polatty specializes in civil-military coordination in disasters, humanitarian response, and climate security. His research focuses on protection of civilians, pandemic preparedness, and deconfliction systems in conflict zones. He has authored over 15 publications and received the 2024 Barrett Hazeltine Teaching Citation and two Legion of Merit awards.
