David P. Orr is the Director of the Cornell Local Roads Program and Senior Extension Associate in Biological and Environmental Engineering at Cornell University. He leads the New York State LTAP Center, focusing on low-volume roads and seasonal pavement effects. With over 30 years of experience in highway engineering, he has expertise in design, inspection, project management, and supervision. Orr holds a Ph.D. in Agricultural and Biological Engineering from Cornell (2005) and a B.S. in Civil and Environmental Engineering from Cornell (1987), supported by a National Science Foundation Graduate Research Fellowship (1999-2000). His research emphasizes collaboration with local, state, and national partners to address infrastructure challenges.
