David M. Barnes is a Professor and Deputy Head of the Department of English and Philosophy at the United States Military Academy (USMA). He serves as the Chief AI Ethics Officer for the US Army's Artificial Intelligence Task Force, advising on ethics, law, and policy integration into Army AI systems. His influence extends to the Joint AI Center, Defense Innovation Board, National Security Commission on AI, and OSD Autonomy Community of Interest. Additional roles include DARPA Senior AI Ethics Advisor, Senior Advisor for the JAIC Responsible AI Subcommittee, and Editorial Board member for The Journal of Military Ethics.
With over 30 years as an active-duty Armor officer including combat deployments to Afghanistan, Iraq, and Kuwait, Barnes bridges military experience with academic rigor. His research centers on military ethics frameworks for AI development, emphasizing virtue ethics in lethal autonomous systems and the practical implementation of ethical principles across the AI lifecycle. He investigates gaps between theoretical AI ethics standards and operational military requirements.
