David Lowery is a Distinguished Senior Scholar and Professor of Political Science at Pennsylvania State University's College of the Liberal Arts. He previously held the Bruce R. Miller and Dean D. LaVigne Professorship at Penn State (2010-2018), served as Professor of Public Administration at Leiden University (2004-2010), and was the Thomas J. Pearsall Professor at UNC-Chapel Hill (1986-2004). He holds a B.A. from St. Anselm College (1974), M.P.A. from University of Rhode Island (1976), and M.A./Ph.D. from Michigan State University (1977/1981).
His research examines interest representation, bureaucratic systems, urban governance, and public policy formation. With over 100 publications in leading journals including American Political Science Review and American Journal of Political Science, he has authored influential books like The Population Ecology of Interest Representation and Organized Interests and American Government.
Lowery has held editorial positions at the Journal of Politics (1997-2001), State Politics and Policy Quarterly (2006-2008), and Journal of Public Administration Research and Theory (2007-2008). His work has been supported by grants from the National Science Foundation and Robert Wood Johnson Foundation.
