David J. Katz is a former Senior Foreign Service Officer (Counselor rank) with the U.S. Department of State, separating in August 2014. He held academic appointments including Professor in the Strategy and Policy Department at the U.S. Naval War College (2012–2014) and served as a State Department Advisor to the Peacekeeping and Stability Operations Institute (PKSOI), U.S. Army War College (2012–2014). His career combined diplomatic, military advisory, and academic roles focused on conflict zones and stability operations.
Education: B.A. Anthropology (University of Washington, 1971), M.A. Social Sciences (University of Chicago, 1972), Ph.D. Anthropology (UCLA, 1982). His doctoral research involved two years of ethnographic fieldwork in Nuristan, Afghanistan (mid-1970s).
Research expertise centers on conflict ethnography, government institutional dynamics, and the politics of representation in post-conflict environments. His work integrates anthropological methods with military and diplomatic strategy, particularly in Afghanistan and Pakistan. He contributed to revising U.S. Army 'stability' doctrine (FM 3-07, JP 3-07) and advised on Provincial Reconstruction Teams in Afghanistan.
Key career highlights include: Deputy Force Reintegration Cell at ISAF Headquarters (Kabul, 2011–2012); U.S. Consulate Principal Officer in Peshawar, Pakistan (1999–2002); and establishing a Provincial Reconstruction Team in Nuristan Province (2006–2007).
