Dr. David Horton is a Senior Lecturer in Law at the University of Liverpool’s School of Law and Social Justice, part of the Faculty of Humanities and Social Sciences. He holds a LLB from the University of Sheffield (2003), an MA from the University of Manchester (2004), and a PhD from the University of Manchester (2014). His research focuses on health law, regulation, and the welfare state, emphasizing regulatory theory and accountability mechanisms. He is a member of the Manchester Centre for Regulation (ManReg) and the Health Law and Regulation Unit.
Key research areas include healthcare governance, mental health policy, and the intersection of social security systems with regulatory frameworks. His 2019 monograph Mental Health Homicide and Society explores governance challenges in healthcare institutions. Current projects include a second monograph on regulation and citizenship.
Teaching responsibilities include modules on Medical Law, Tort Law, and the Regulation of Medicines. He is open to supervising doctoral candidates in welfare state studies and regulatory theory. Professional affiliations include the Socio-Legal Studies Association.
