David Hoffman is the Steed Family Professor of the Practice of Cybersecurity Policy at the Sanford School of Public Policy, Duke University, and a Senior Lecturing Fellow. He also serves as the Chair of the Civil Liberties and Privacy Panel for the U.S. National Security Agency's Director's Advisory Board, and founded the Triangle Privacy Research Hub to advance cybersecurity and privacy research in the North Carolina Research Triangle.

Hoffman specializes in cybersecurity policy, privacy law, and national security law. His work bridges legal frameworks with technological challenges in digital security and data privacy. He has testified to Congress on these issues and contributes to interdisciplinary research through teaching and advisory roles.
He chairs advisory boards for the Center for Cybersecurity Policy and Law, Future of Privacy Forum, and Israel Tech Policy Institute. His grants include funding from Intel Corporation, The Crypsis Group, The Media Trust, and Mine.
