David Eaves is an Associate Professor of Digital Government and Co-Deputy Director of the Institute for Innovation and Public Purpose (IIPP) at University College London (UCL). His work focuses on the governance of digital public infrastructure and equipping public administrators with essential technological literacy. He co-founded 'Teaching Public Service in a Digital Age' to enhance digital-era public administration education. Prior roles include Lecturer of Public Policy at Harvard Kennedy School (2016–2021) and Adjunct Professor at the University of British Columbia (2009–2014). His research spans public administration, innovation management, and sustainable development, emphasizing equitable digital transformation.
Education: MPhil in International Relations from the University of Oxford and a B.A. (Honors) in History from Queen's University, Canada.
Research interests include leveraging digital infrastructure for public good, AI governance, and financing models for public services. He advises on digital policy globally, co-founded ReCollect (a municipal waste management software), and contributed to international projects like Code for America and the Estonian digital government model.
Recent work highlights the intersection of AI and public infrastructure cybersecurity, digital ID systems, and strategies for universal access to digital services. His writings explore challenges in open data, digital public goods, and the role of governments in fostering innovation while safeguarding societal values.
