Dr. David Baker is a Professor of Criminology at the University of Liverpool, affiliated with the School of Law and Social Justice within the Faculty of Humanities and Social Sciences. His research focuses on accountability and regulation in contexts involving state agencies, particularly deaths following police contacts and mental healthcare-related mortality. He authored the 2021 book Police Related Deaths in the United States, funded by the Fulbright Commission, and currently investigates preventable deaths in mental healthcare settings across England and Wales. Dr. Baker teaches modules such as Investigating Institutional Deaths and Harms and Researching Sensitive Subjects, emphasizing critical analysis of institutional accountability.
Awarded the Fulbright UK/US Teaching & Research Scholar Award (2016-17) and Coventry University's 'Inspirational Teacher of the Year' (2013-14), his work bridges criminological theory with empirical studies on governance, risk, and systemic failures. He collaborates internationally and supervises postgraduate research on topics like preventable deaths, coroners' court practices, and regulatory frameworks.
