His primary research focuses on transnational connections between radical nationalist movements in Central Europe and Italy during the interwar period. Toro's work examines the complex networks that shaped fascist movements across national boundaries, analyzing how these connections influenced political developments in Germany, Austria, and Italy between 1918 and 1934.
Toro's research reveals significant transnational entanglements between organizations like the National Socialist German Workers' Party, the 'Steel Helmet' (Stahlhelm, Bund der Frontsoldaten) in Germany, the Home Guard (Heimwehr) in Austria, and the National Fascist Party in Italy. His approach combines political history with transnational methodology to understand how these networks operated across borders.
