Clifford Berger, DMin, serves as Director of Doctoral Programs and Assistant Professor for Seminary Doctoral Programs at Portland Seminary, George Fox University, a position held since 2008. With over 20 years of church ministry experience across Oregon, Kentucky, and Tennessee plus two decades in ministry organizations and higher education, he provides administrative and academic leadership for all seminary doctoral programs.
His educational qualifications include:
- DMin and MDiv from Emmanuel Christian Seminary at Milligan University

Dr. Berger's research examines adult development in educational contexts, ministerial formation processes, evolving trends in theological education, and historical-cultural frameworks. His scholarly approach integrates practical ministry experience with academic rigor to address contemporary challenges in religious leadership development.
As leader of the doctoral team, he oversees program administration while mentoring students through what he describes as an extension of pastoral ministry—prioritizing both academic excellence and spiritual formation. His work emphasizes contextual relevance for ministry practitioners in modern cultural landscapes.
Outside academia, Dr. Berger enjoys family time, fly fishing, guitar playing, music appreciation, historical reading, and collecting leather-bound books, with particular fascination for Oregon's remote regions. He and his wife, parents to two George Fox University alumni, are active members of Vancouver Avenue First Baptist Church in Portland.
