Dr. Rinaldi’s research centers on implementing MTSS frameworks for ELLs, preparing educators in bilingual special education, and diversifying the teaching workforce. Her work addresses systemic barriers through evidence-based strategies for identifying and supporting multilingual students with learning differences, emphasizing family-school partnerships and culturally sustaining pedagogy.
Recent publications analyze IEP adaptations for multilingual learners (2024) and MTSS implementation (2018), reflecting her focus on translating policy into classroom practice. These works demonstrate consistent attention to intersectional challenges faced by ELLs in special education systems across diverse educational contexts.
She directs significant federal initiatives including a U.S. Department of Education OSEP State Personnel Development grant and OELA National Professional Development grant. Advisory roles span the Council for Exceptional Children, National Center for Learning Disabilities, National Center for Systemic Improvement, National Center of Intensive Interventions, and AIR, positioning her at the forefront of national special education reform efforts.
