Christopher S. Waters

Christopher S. Waters serves as an Adjunct Lecturer in the Faculty of Law at Queen's University, teaching International Law (courses Law 207/707), and holds a sessional instructor position at St Lawrence College.

Dr. Waters' research centers on International Law with specialized focus on reconciling tensions between International Human Rights Law and International Humanitarian Law in asymmetric conflict zones, drawing directly from his operational experiences in peace support missions. His doctoral work examined legal frameworks for violent asymmetric conflicts, while his LLM thesis analyzed military employment law regarding operational effectiveness versus disability accommodation under Canadian law.

With 28 years of military service including combat deployments to Afghanistan (Kabul 2005 and Kandahar 2009-2010) as senior legal advisor to Canadian commanders, Dr. Waters retired in 2014 as Lieutenant Colonel after directing the Canadian Forces Military Law Centre. He maintains professional standing as a member of the Law Society of New Brunswick and life member of the Canadian Bar Association.
