Professor Chan Weng Tat is an Associate Professor at the National University of Singapore (NUS) in the Department of Industrial & Systems Engineering Management, Faculty of Engineering. He heads the Marine IT Laboratory (MITL) at the Tropical Marine Science Institute and serves as Programme Manager for the MSc Programme in Systems Design & Management (SDM). His interdisciplinary work bridges civil engineering, artificial intelligence, and systems engineering with practical applications in infrastructure and marine environments.
Professor Chan's educational background includes:
- PhD in Construction Management, Stanford University, 1986
- MSc in Construction Management, Stanford University, 1982
- MEng, National University of Singapore, 1981
- BEng (1st class), University of Singapore, 1980
His research pioneers the application of artificial intelligence and information technology in civil engineering domains. He developed evolutionary search, neural networks, and constraint-based problem-solving techniques for project scheduling, resource allocation, pavement maintenance, and marine decision support systems. His work extends to 3D web technology, GIS, and satellite remote sensing integration for marine database systems, demonstrating consistent innovation in computational methods for infrastructure management.
Analysis of his 15 most recent publications (2002-2017) reveals three dominant research trajectories: optimization methodologies in construction logistics (e.g., precast production scheduling), systems engineering approaches to infrastructure management (e.g., pavement maintenance systems), and sociotechnical applications in transportation/logistics (e.g., game-theoretic pricing models). His work shows progressive integration of AI with spatial decision support systems, particularly in marine environments, while maintaining focus on practical civil engineering applications.
Professor Chan's scientific recognition includes:
- Public Service Commission Merit Scholarship (1976)
- NUS-Overseas Graduate Scholarship (1981)
- JSPS Visiting Scientist (1991)
- Katahara Award (1992)
- Shimizu Visiting Professor, Stanford (1994)
- IAHR Outstanding Paper (1994)
- Enterprise Challenge Award (2002)
- Minister's Innovation Award (2003)
- Map Asia Best Paper Award (2003)
As academic leader, he established the MSc Programme in Systems Design & Management (SDM) in 2006 and co-directed the NUS-JTC Industrial Infrastructure Innovation Centre (2011). His research initiatives demonstrate sustained funding support through institutional partnerships:
- Programme Leadership: MSc SDM Programme (2006-present)
- Centre Leadership: NUS-JTC Innovation Centre (2011-2015)
- Research Initiatives: Engineering Systems Initiative (ESI), Marine IT Laboratory (MITL)
Professor Chan directs the Marine IT Laboratory (MITL) which developed Singapore's operational 3D marine database (MDIS project), integrating GIS, GPS and satellite data. As a core member of the Engineering Systems Initiative (ESI), he contributes to cross-departmental efforts in large-scale complex systems. His teams specialize in translating computational methods into practical infrastructure solutions, particularly through web-based spatial decision support systems for marine and civil engineering applications.
