Dr. Cecily Rose is an Associate Professor at the Grotius Centre for International Legal Studies, Leiden University. Her expertise spans public international law, with a focus on transnational criminal law, international dispute settlement, and human rights. She is a qualified attorney in New York and Washington, D.C., and serves on the Dutch Advisory Committee on Public International Law (CAVV) and the NATO Support and Procurement Agency’s Award Review Board.
- Education: Ph.D. and LL.M. from University of Cambridge; J.D. from Columbia Law School; B.A. (English) from Yale University.
- Professional Experience: Former legal officer at the International Court of Justice and Special Court for Sierra Leone; legal consultant for OHCHR, World Bank, and UNODC.
- Publications: Author of International Anti-Corruption Norms (OUP 2015), co-editor of UN Convention against Corruption treaty commentary (OUP 2019), and co-author of An Introduction to Public International Law (CUP 2022).
- Teaching: Offers courses on International Dispute Settlement (LL.M.) and Public International Law (LL.B.) at Leiden Law School.
Research Focus: Her work integrates corruption, asset recovery, and organized crime within the broader context of public international law. She has analyzed the legal implications of state actions in conflict zones, including Russia’s military operations in Ukraine, emphasizing the role of the International Court of Justice in maintaining international peace.
