Cary Coglianese is the Edward B. Shils Professor of Law and Professor of Political Science at the University of Pennsylvania, where he serves as the founding Director of the Penn Program on Regulation. He is a prominent scholar specializing in administrative law and regulatory policy with over 30 years of academic experience. Coglianese is also a Senior Fellow of the Administrative Conference of the United States (ACUS), an elected member of the American Law Institute, and a Fellow of the National Academy of Public Administration.
His scholarly work focuses on empirical evaluation of regulatory processes, the role of public participation in policymaking, technology's impact on regulation, and business-government relations. Coglianese has authored more than 300 articles, book chapters, reports, and essays, with recent publications examining AI governance, climate change policy, and regulatory excellence. He has written influential books including Achieving Regulatory Excellence, Does Regulation Kill Jobs?, and Regulatory Breakdown: The Crisis of Confidence in U.S. Regulation.
Coglianese has made significant contributions to regulatory education and practice. He founded and serves as faculty advisor for The Regulatory Review, a leading daily online publication on regulatory issues, and co-founded the international peer-reviewed journal Regulation & Governance. He previously served as Deputy Dean for Academic Affairs at Penn Law and teaches courses in administrative law, environmental law, regulatory law and policy, and policy analysis. He also directs Penn Law's executive education program on regulatory analysis and decision-making.

He has advised numerous government agencies including the U.S. Environmental Protection Agency, the U.S. Department of Transportation, and international organizations like the OECD.
