Carolyn Moser

Dr. Carolyn Moser serves as Max Planck Research Group Leader (W2) at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, Germany. She helms the interdisciplinary ENSURE (European Security Revisited) research group and held the Alfred Grosser Chair at Sciences Po Paris (2023-24). Her work bridges international law, European governance, and security policy with particular emphasis on post-Ukraine geopolitical shifts and Franco-German dynamics.
