Carol Ann Brown is an Adjunct Professor (Part-Time Faculty) at the University of San Francisco and concurrently teaches at Santa Clara University Law School, JFK University Law School, and San Francisco Law School. She retired as an Administrative Law Judge (ALJ) with the California Public Utilities Commission (CPUC), where she specialized in energy procurement proceedings, renewable energy transition, and energy-efficiency policies. Her career spans over three decades in litigation, including roles at the California OSHA Appeals Board and the Resolution Trust Corporation (RTC).
