Carlos Farinha Rodrigues is an Associate Professor of Economics at the Lisbon School of Economics and Management (ISEG/UL) and a senior researcher at CEMAPRE. He serves as Vice-President of the Institute of Public Policy Thomas Jefferson – Correia da Serra and acts as a consultant for Statistics Portugal (INE). From 2013 to 2023, he coordinated the Master’s Program in Economy and Public Policies at ISEG/UL and contributed to the National Anti-Poverty Strategy for Portugal (2019–2021). He also leads the Portuguese component of EUROMOD, a tax-benefit microsimulation model for the EU.

His research focuses on income distribution, inequality, poverty, and the redistributive efficacy of social policies, with a particular emphasis on tax-benefit systems and microsimulation modeling. He has collaborated with the OECD and Fundação Francisco Manuel dos Santos, producing influential works like "Income Inequality and Poverty in Portugal" (2013) and "The Legacy of Manuela Silva" (2022). His recent articles and book chapters highlight energy poverty, regional inequality, and policy design for social inclusion, reflecting his commitment to applied economics and public policy.
Carlos actively mentors Master’s students, including notable theses on topics like "Minimum Income Policies" and "Poverty and Social Exclusion". He contributes to technical reports for institutions like the OECD and Fundação Calouste Gulbenkian, ensuring his research informs national and international policy frameworks.
