Carl Purcell is a Research Fellow at King's College London's NIHR Policy Research Unit in Health and Social Care Workforce, affiliated with the Policy Institute. He holds a PhD from Durham University (2016) and has over a decade of experience in social care research and policy analysis. His work focuses on children's services reform, regulatory frameworks, and innovative social care models like Shared Lives schemes. He leads projects such as the HEARTH study on homeless health provision and contributes to policy evaluations like the International Recruitment Fund for adult social care.
Purcell's research interests span safeguarding in schools, workforce regulation, and the historical context of social work. His recent publications analyze regulatory reforms in children's residential care and scaling social innovations. Collaborations include work with the LSE and Cardiff University. He organizes webinars on social work education and has advised on policy reforms through witness seminars. Current projects explore ethical recruitment practices and the role of internal governance in scaling care innovations.
