Dr. Candace Carter is an Assistant Professor and Chair of Social Work/Criminal Justice at Belhaven University since Spring 2024. She previously served as an adjunct instructor in Adult and Online Studies from 2016-2021. With nearly 20 years of social work practice experience and over a decade in academia, her expertise spans child abuse/neglect, elderly care, ID-DD populations, and mental health.

Her research focuses on child advocacy, criminal justice reform, and culturally responsive evaluation. Recent work includes external evaluation for Delta Thrive (Delta Health Systems) and securing Title IV-E funding for child welfare scholarships/training with Mississippi Department of Child Protection Services (MDCPS). She has presented on topics like teenage pregnancy prediction, culturally responsive evaluation, and interdisciplinary perspectives at conferences including National Association of African American Studies & Affiliates and American Evaluation Association.
Publications address systemic inequities in policing and the lived experiences of incarcerated mothers concerning child welfare. Notable collaborations include work with public institutions to enhance child protection systems through funded initiatives.
