- Ph.D., Duke University (1992)
- M.S., Duke University (1987)
- B.S., University of Delaware (1983)
Internationally recognized for pioneering work in Climate Change Economics and Energy Policy, Dr. Murray specializes in market-based mechanisms for greenhouse gas reduction, including cap-and-trade systems and carbon pricing. His research integrates Environmental Economics with practical policy design, examining both command-and-control regulations and market-oriented approaches like emission taxes. He has developed influential frameworks such as the cost containment reserve mechanism now implemented in North American cap-and-trade programs.
Analysis of his 15 most recent publications reveals dominant themes in electricity sector decarbonization under policies like the Inflation Reduction Act, with significant focus on modeling policy interactions, grid planning under renewable uncertainty, and land use economics. His work consistently bridges technical energy systems analysis with socioeconomic impacts.
His scientific recognition includes:
- Fulbright Visiting Research Chair in Environment and Economy at University of Ottawa’s Institute of the Environment (2015)
Dr. Murray actively secures major research funding and advises high-impact stakeholders:
- Current Grants:
- Southeast Energy and Environmental Leadership Forum (Energy Foundation)
- Advancing Southeast transportation electrification (Energy Foundation)
- RTOGov: Electricity Governance Research Network (Pennsylvania State University)
- Interdisciplinary Energy Data Analytics Ph.D. Fellows Program (Alfred P. Sloan Foundation) Advisory Roles:
- U.S. Congress members and state regulators on climate legislation
- Fortune 500 CEOs on emissions reduction strategies
