Breanna C. Gray is an Assistant Professor in the Department of Government and Politics at the University of Maryland. Her research focuses on the U.S. Congress, particularly the House Committee on Rules and special rules, examining their impact on public policy outcomes for communities of color. She holds a Ph.D. in Political Science from the University of Pennsylvania (2022), an M.P.P. from the University of Virginia’s Frank Batten School of Leadership and Public Policy, and a B.A. in Foreign Affairs and French from UVA.

Her research interests include congressional procedures, the influence of special rules on legislative outcomes, and the intersection of race/ethnicity with legislative processes. She expanded her Congressional Special Rules Data Project during a postdoctoral fellowship at the John W. Kluge Center (Library of Congress), analyzing House Rules Committee dynamics and documenting stakeholder perspectives.
Dr. Gray has been awarded the School of Arts and Sciences Dissertation Research Award and the Saundra K. Schneider Scholarship. Her work has been featured in the University College London’s Centre on U.S. Politics Working Paper Series.
Prior to academia, she worked as a Congressional Liaison and International Trade Specialist at the U.S. Department of Homeland Security. She is currently working on a book project titled *Legislating With Privilege: The Power and Influence of Special Rules in the U.S. House of Representatives*.
