Michael S. Lynch is Associate Professor of Political Science in the Department of Political Science, School of Public and International Affairs, at the University of Georgia, where he has taught since 2013. Previously, he spent six years as an assistant professor at the University of Kansas.

Research Interests
Lynch’s scholarship centers on American political institutions, with particular attention to Congressional Politics, Presidential Politics, and Separation of Powers. He investigates how legislative rules and procedures shape interbranch conflict, electoral accountability, and policy outcomes. A current book project with Anthony Madonna explores the historical origins and contemporary consequences of recorded voting in the U.S. Congress.
Publication Trends
Across more than two-dozen peer-reviewed articles and several edited volumes, Lynch combines historical-institutional analysis with quantitative methods to illuminate long-term changes in congressional procedure. Recent work traces the erosion of “regular order,” the rise of special rules in the House, and the strategic use (and non-use) of roll-call votes. His co-edited volume New Directions in Congressional Politics (2nd ed., 2020) synthesizes cutting-edge research on elections, institutions, and policy making in Congress.
Teaching & Service
At UGA he regularly teaches POLS 4610 “The U.S. Presidency” and graduate courses in political methodology. Office hours are held Wednesdays 9–11 a.m. and by appointment in 416 Baldwin Hall.
