Molly E. Reynolds is a Senior Fellow in Governance Studies at the Brookings Institution and a Lecturer at Smith College’s Jean Picker Semester-in-Washington program. Her work focuses on congressional procedures, budget processes, and separation of powers, with a particular emphasis on filibuster limitations, reconciliation, and executive-congressional conflicts over federal spending.
Her research includes authoring the book Exceptions to the Rule: The Politics of Filibuster Limitations in the U.S. Senate and overseeing Brookings’ Vital Statistics on Congress. She is a contributing editor at Lawfare and frequently analyzes legal and procedural controversies, such as pocket rescissions and impoundment disputes.
Reynolds earned a Ph.D. in political science and public policy from the University of Michigan and a B.A. in government from Smith College. Her recent commentary addresses congressional reform, legal challenges to executive power, and procedural norms in budget legislation.
