Bert Willems is an Associate Professor at Tilburg University, affiliated with the Department of Economics within the Tilburg School of Economics and Management (TiSEM). He holds a PhD in Economics from KU Leuven (2004) and dual master’s degrees in Economics and Mechanical Engineering from KU Leuven. His research focuses on energy market regulation, sustainable systems, competition policy, and government roles in market dynamics.

He has supervised three PhD students and served on multiple doctoral committees across institutions.
External roles include contributing to policy reports for CERRE, IDEI, and the Benelux Association for Energy Economics. He is affiliated with Tilburg Law and Economic Center (TILEC) and collaborates with global institutions like the Florence School of Regulation and the Research Institute for Industrial Economics (IFN).
