Belal Khalifa is a Lecturer at Gaziantep University, affiliated with the Afrin Faculty of Education under the Department of Education, Guidance and Psychological Counseling. He holds a Master's degree in Basic Islamic Sciences from Aksaray University (2018–2022) and a Bachelor's degree in Theology from Gaziantep University (2014–2018). He is currently pursuing a Doctorate in Basic Islamic Sciences at Karabük University since 2023.

His research focuses on Islamic theology, religious education, and educational challenges in conflict zones. He has authored one book chapter and four refereed journal articles (2024) examining contemporary Islamic movements in Northern Syria. Additionally, he has presented four conference papers in 2024 addressing topics such as the influence of Turkish religious institutions in the Syrian safe zone and the ideological implications of the Al-Aqsa Flood protests.
