Bart Schermer

Prof. Bart Schermer is a Professor of Law and Digital Technology at Leiden University, affiliated with eLaw and the E.M. Meijers Institute for Legal Studies. His research focuses on the interplay between enforcement mechanisms, human rights, and digital technologies, particularly in cybercrime and privacy contexts. He serves on advisory bodies like the Dutch Judiciary’s Cybercrime expert group and the Advisory Council on International Affairs’ human rights committee (CMR).

Teaching includes Law (LL.B.) and advanced programs like Cybersecurity & Cybercrime and Internet Law. He co-founded Considerati, a consultancy addressing law-technology-policy intersections. Recent publications include an inaugural lecture on privacy-cybercrime tensions (2022). His work emphasizes balancing security and fundamental rights in digital spaces.
