Bahman Kashi is a Continuing Adjunct Assistant Professor in the Department of Economics at Queen’s University and the founder of Limestone Analytics, an economics consultancy specializing in development projects. He holds cross-appointments at Queen’s John Deutsch Institute for the Study of Economic Policy and teaches courses such as ECON 437. His research focuses on applied welfare economics, cost-benefit analysis integration of environmental/social values, and innovative financing mechanisms.
Education: Ph.D. in Economics from Eastern Mediterranean University (2015), M.Sc. in Information Systems (2006), and B.Sc. in Management (2004). Professional experience includes roles as Research Director for USAID’s LEAP III Project (2018–2022) and Senior Advisor to the Millennium Challenge Corporation (MCC). He has advised governments and international organizations across Africa, Asia, and the Americas on public investment, energy reforms, and gender-equitable development programs.
Notable achievements include the 2018 ICER Distinguished Scholar Award for work on Haiti’s power sector reform and pioneering the Unified Cost-Benefit Analysis (UCBA) framework. He also leads the Certified Professional Impact Analyst (CPIA) training program at Queen’s, focusing on cost-benefit analysis and evaluation methodologies for policymakers.
Recent work includes integrating artificial intelligence and aerial imagery for infrastructure project feasibility assessments and advising on Development Impact Bonds for education and healthcare initiatives in Zimbabwe, Cameroon, and Lesotho.
