Dr Asif Hameed serves as an Associate Professor in the Faculty of Law at The Chinese University of Hong Kong, maintaining his office in Room 633 of the Lee Shau Kee Building. His academic career spans both the United Kingdom and Hong Kong, having previously held positions at four prestigious UK institutions: Oxford, Cambridge, Southampton, and Royal Holloway, University of London.
Dr Hameed completed his legal education at the University of Oxford, establishing the foundation for his scholarly work in constitutional and international legal theory. His academic trajectory demonstrates movement from foundational institutions in the UK legal tradition to his current position in Hong Kong's distinctive legal environment.
His research program centers on constitutional law, political theory, and international law, with particular focus on whether high-stakes political questions can be addressed impartially and to what extent they should be. Dr Hameed's work frequently examines the intersection between democratic and meritocratic governance models, with special attention to the Asian context where Hong Kong provides what he describes as 'a particularly rich concentration of academics thinking about the relations between democratic and meritocratic forms of government.'
Dr Hameed's recent scholarship reveals consistent engagement with foundational questions about legislation, constitutional interpretation, and legal theory. His 2023 publications in Law and Philosophy and Oxford Journal of Legal Studies demonstrate sophisticated analysis of legislative theory and constitutional structures, while his 2022 work on Brexit consequences shows his ability to address complex transitions in legal systems.
- Constitutional Scholarship: Analysis of parliamentary sovereignty, constitutional conventions, and legal continuity
- Legislative Theory: Distinctions between legislation and judicial rulings, legislative processes
- International Law: Jus cogens norms, treaty implementation, EU law transition
Dr Hameed has presented his work at leading academic centers including the Centre for Public Law at Cambridge, Centre for Law, Policy and Society at Southampton, and Centre for Constitutional Studies at University College Dublin. His scholarly network includes prominent legal theorists such as Richard Collins, Robert Craig, and David Feldman, indicating active engagement with the international legal academic community.
Dr Hameed maintains professional profiles through ORCID (https://orcid.org/0000-0002-1032-5832) and SSRN (https://ssrn.com/author=2408294), facilitating access to his scholarly contributions. His research program bridges Western legal philosophical traditions with Asian constitutional contexts, positioning him to continue making significant contributions to understanding governance structures in hybrid political systems.
