Anupam Chander

Anupam Chander is the Scott K. Ginsburg Professor of Law and Technology at Georgetown University Law Center, where he also serves as a faculty advisor to the Institute for Technology Law and Policy. He holds adjunct roles at Columbia University’s School of International and Public Affairs and Yale’s Information Society Project. Chander specializes in global technology regulation, digital sovereignty, and international law, with a focus on the intersection of technology and governance.

He earned his undergraduate degree from Harvard College and his law degree from Yale Law School. After clerking for Chief Judge Jon O. Newman of the Second Circuit and Judge William A. Norris of the Ninth Circuit, he practiced law in New York and Hong Kong with Cleary Gottlieb. He has held visiting professorships at Yale, the University of Chicago, Stanford, Cornell, and Tsinghua Universities.

Chander’s research explores the governance of technology and the internet, including topics like data localization, digital trade, and cybersecurity. He has received grants from Google and the Andrew Mellon Foundation, and his work has informed policy discussions at the World Bank, World Economic Forum, and UNCTAD. His book The Electronic Silk Road examines the global digital economy’s regulatory challenges.

He has been recognized for his contributions to legal scholarship, including through his roles as a member of the American Law Institute and judge for the Stanford International Junior Faculty Forum. His recent writings address TikTok’s legal battles, the implications of data sovereignty policies, and the geopolitical aspects of technology regulation.
