Anne McIntyre-Lahner is an Adjunct Professor at the University of Connecticut's School of Public Policy and serves as CEO of Action 2 Outcomes, where she specializes in aligning government and nonprofit agency actions with measurable outcomes. Her work focuses on program evaluation, strategic planning, performance management, and training, with a strong emphasis on data-driven decision-making and government accountability.
She has over 26 years of experience in Connecticut state government, including leadership roles in the Judicial Branch and Department of Children and Families (DCF). At DCF, she implemented Results Based Accountability (RBA) for agency-wide planning and performance management, and introduced outcome-focused approaches in disaster preparedness. She also worked in the nonprofit sector for 11 years prior to her public service career.
Anne holds a BA in English and Experimental Psychology and an MS in Counseling and School Psychology. She is the author of the book Stop Spinning Your Wheels: Using Results Based Accountability to Steer Your Agency to Success and co-author of the upcoming publication Data is Not a Four-Letter Word: Turning Data Fear Into Data Enthusiasm.
